AN OPEN LETTER TO MALTA POLICE COMMISSIONER ANGELO GAFA

Dear Commissioner Angelo Gafa,

Attached please find copies of my previous correspondence to one of your predecessors and former Prime Minister Dr L Gonzi requesting an investigation into the false and malicious accusations that Disgraced Corrupt former EU commissioner John Dalli and the police brought against me. I was acquitted of all the charges brought against me.

Also attached are articles from the newspaper In-Nazzion confirming that the investigating officers (former police commissioner Michael Cassar and inspector Raymond Cremona) confirmed early in their investigation that the stationary used to send the anonymous (20, 000) letters came from parliament. I have never had any connection whatsoever to parliament.

Despite this the police continued with their criminal case against me. For many years I have insisted that John Dalli was the person who organised the sending of those letters in revenge against me for whistleblowing on his involvement in the Daewoo scandal. He had the motive, manpower and documents to organise such a criminal act.

Furthermore, the police officers in charge of the criminal proceedings against me, John Dalli and the only witness (Joe Gaffarena) the prosecution brought forward, all committed perjury during the proceedings.

Also attached is a copy of an article published in The Malta Independent on the18th October 2010 where John Dalli confirmed he had no objection to an investigation. However, your predecessor failed to investigate.

By failing to investigate I have had my Human and Civil Rights breeched on many occasions by the officers involved in the criminal proceedings.

Police officer (PC956 Andrew Caruana fingerprint expert) appointed by the court to investigate the fingerprints on the letters and envelopes committed perjury numerous times during the criminal proceedings.

The evidence confirms that he had finished his investigations on the 31st October 2001. However, he failed to present his report in court for almost two years.

This was confirmed by the Constitutional Court with a judgment given on the 19th April 2016. Currently, I am still in court seeking compensation for the injustice perpetrated against me.

The fact that the economic crime unit persecuted me for many years and brought unfounded criminal charges against me but failed to investigate John Dalli as well as failing to investigate the millions the Daewoo clients and the company's bankers suffered confirm a malicious cover-up by the police and others.

I am therefore requesting a proper, unbiased, and impartial investigation into my frame up and hold all those responsible accountable for their actions. I look forward to your urgent reply and assure you of my full co-operation in this matter.

Your sincerely,

J. Ellul-Grech
