Corrupt Disgraced Former EU Commissioner John Dalli - FRAMED ME


I can only comment from personal experience about the Malta police and the court system.

Unfortunately there is nothing positive I can say especially when it comes to the Malta police force.

From the time Disgraced Corrupt former EU commissioner John Dalli falsely and maliciously accused me (17th November 1999) to date the Malta Police Force have had six police commissioners. These are as follows:

George Grech (1992-2001), John Rizzo (2001-2013), Peter Paul Zammit, L.P. (2013-2014)Michael Cassar (2014-2016), Lawrence Cutajar (2016-2020), Angelo Gafa (2020-)

When John Dalli falsely accused me George Grech was the police commissioner. He must have known that I was not involved in the crime Dalli and the police were accusing me of. In March 2000 Maltese national papers reported that the investigating police officers had confirmed that the stationery used to send twenty thousand (20, 000) letters with thee sheets of A4 in each envelope had come from parliament (see newspaper articles below).

The investigating officers had also confirmed that there were four (4) different handwritings on the envelopes. However, I was the only person accused and charged.

I had no access to parliament whatsoever but John Dalli did because at the time he was Finance Minister. Despite this George Grech allowed the officers in charge (Ass. Comm. Michael Cassar and Inspector Raymond Cremona) to continue pressing charges against me. George Grech resigned from his position on 30th October 2001.

On 2nd November 2001 John Rizzo was appointed police commissioner. He was contacted about my case by my solicitor but he failed to do anything and allowed the criminal proceedings against me to continue. I had also written an open letter to the Prime Minister of the time Dr Lawrence Gonzi but my request was ignored. John Rizzo was made to step down on 13th April 2013, a month after the Labour Party won the general election.

On the 13 April 2013 Peter Paul Zammit was appointed police commissioner. On 20th May 2013 (see copy of my letter below) I wrote and published an open letter to him requesting an investigation into the false accusations John Dalli and the police had brought against me. Peter Paul Zammit stepped down in July 2014.

In October 2010 Disgraced Corrupt former EU commissioner John Dalli was approached by the Malta Independent newspaper and asked about my request for an impartial investigation into the false and malicious criminal charges he had brought against me. His reply was that he had no objection at all (see article below).

To my surprise on the 9th December 2014 Michael Cassar was appointed police commissioner. There was no point in writing to him to ask for an impartial investigation into the false accusations brought against me due to a conflict of interest. Michael Cassar had been assistant police commissioner at the time and the person in charge of the investigation into the accusations brought against me.

Former Assistant Police Commissioner Michael Cassar and inspector Raymond Cremona were the prosecutors and witnesses in the criminal proceedings. They cross-examined each other. They were also witnesses in a Constitutional Case I had in front of Judge Tonio Mallia.

Both of these former police officers committed perjury in the criminal case and the Constitutional proceedings that I had brought for compensation because of the ill-treatment I received while I was in custody, breach of my human and civil rights for a fair hearing including the financial losses my family and I had suffered because of the false charges they had brought against me.

Judge Tonio Mallia rejected my claim for compensation despite the fact that the evidence proved otherwise. I appealed his judgement and on the 19th April 2016 the Constitutional Court decided in my favour.

The court confirmed that I had had my Human and Civil Rights breached because PC 956 Andrew Caruana had finished his fingerprint investigations on the 31st October 2001, but failed to present his findings to the court until the 5th September 2003.

This delayed the conclusion of the criminal proceedings by twenty-two (22) months. It also confirms that PC 956 committed perjury every time he appeared in court during that period. Currently, I am still in court seeking compensation.

Michael Cassar ceased being police commissioner on the 27th April 2016.

Thereafter Lawrence Cutajar was appointed police commissioner. Due to my lack of confidence in him, I did not contact him to request an impartial and unbiased investigation into the false charges brought against me. He retired on the 17th January 2020.

On the 22nd June 2020 Angelo Gafa was appointed police commissioner. I have therefore written an open letter (see signed copy below) to him requesting an unbiased and impartial investigation into the false and malicious charges brought against me. My request is reasonable and well deserved.
